The Dalhousie Municipal Council on April 08, 2026, issued the Dalhousie Municipal Council (Registration & Control of Dogs), Bye-Laws 2026.
The Dalhousie Municipal Council has prescribed detailed procedures for registration of pet dogs within its municipal limits. Dog owners are required to register their pets by paying a one-time fee of ₹500 and an annual license fee of ₹50. Registration applications are to be submitted through the Himachal Pradesh Citizen Seva Portal. Upon registration, owners will receive a metal identification tag for the dog, and vaccination of the dog is mandatory prior to registration. The registration remains valid for one year. Dogs brought temporarily for less than a week (e.g., for shows) are exempt from these requirements.
The bye-laws impose specific duties on dog owners, including ensuring controlled breeding, immunization, and proper licensing. Owners must carry disposable bags while taking dogs in public and are responsible for cleaning any waste generated by their pets. Dogs without proper registration or identification may be seized by authorities if unclaimed within seven days. Additionally, any person in possession of a dog in the owner’s absence is deemed responsible under these rules.
Guidelines for breeders mandate registration with the Municipal Council, maintenance of records related to breeding, vaccination, and buyers, and payment of applicable registration and annual renewal fees. Strict penalties are prescribed for non-compliance, including a fine of ₹1,000 for violations and additional fines up to ₹4,000 for continued breaches.
They shall come into force from April 08, 2026.
